PUBLIC COMPETITION NOTICE nº 16/2021—PROPPG

Visiting Professor (VP)

Establishes a notice of public competition for the hiring of visiting professors in accordance with the Visiting Professor program of the Federal Technological University of Paraná (Universidade Tecnológica Federal do Paraná).

 

GOAL

The purpose of this public competition notice is to select 04 (four) temporary staff in the following categories: Level 1 Senior Visiting Professor (PVS1); Level 2 Senior Visiting Professor (PVS2); Level IE Senior Visiting Professor from a Foreign Institution (PVS-IE).

For the PVS2 category, the candidate’s minimum time since obtaining the doctoral degree must be 16 years; the candidate must meet the requirements for CNPq’s Level 1 scholarship in Research Productivity or Technological Development (Bolsista Produtividade em Pesquisa Nível 1 or Bolsista Desenvolvimento Tecnológico Nível 1) in the proposal’s research area, and/or have recognized work in internationalization management.

For the PVS1 and PVS-IE categories, the candidate’s minimum time since obtaining the doctoral degree must be 10 years, and the candidate must meet the requirements for CNPq’s Level 2 scholarship in Research Productivity or Technological Development (Bolsista Produtividade em Pesquisa Nível 2 or Bolsista Desenvolvimento Tecnológico Nível 2) in the proposal’s research area, and/or have recognized work in internationalization management.

ELIGIBILITY

Candidates for the hereby announced visiting professor vacancies must be PhDs with a scientific production recognized for its excellence and international scope.

Ineligible for admittance as visiting professors, are the following:

Retired UTFPR professors or public servants;

Active servants of the direct or indirect administration of the Union, the States, the Federal District and the Municipalities;

Employees or servants of public companies or companies of mixed economy of the three spheres of government, as well as their subsidiaries or controlled companies (article 6 of Law 8745, from December 9, 1993).

ATTRIBUTIONS OF THE VISITING PROFESSOR

According to the Regulation of the Visiting Professor Program of UTFPR, the visiting professor will: 

  • Dedicate himself, exclusively and on a full-time basis, to academic and research activities at the graduate level, following the Work Plan; 
  • Teach courses and conferences, both at the institution that receives it and at others, when invited, without additional burden for the institution; 
  • Mandatorily participate in the advisor of graduate students, when the contract period allows; 
  • Annually teach disciplines in the Graduate Programs Stricto Sensu that are associated with the proposal; 
  • Associate the name of the Visiting Professor to UTFPR in scientific publications, and other products or documents related to research carried out during the term of the contract; 
  • Submit a documented report to the Graduate Program to which it is associated, respecting the deadlines stipulated in the contract notice; 
  • If a foreigner takes the necessary steps to obtain an entry visa in Brazil, in the VITEM temporary visa category with validity and permits compatible with the period of validity of the approved contract, providing for the possibility of extension, when applicable.

Obligations of the Graduate Program

The following are the obligations of proponent Graduate Programs:

To guarantee a workplace and infrastructure adequate to the activities to be carried out by the visiting professor;

To provide the VP with access to the libraries, the CAPES portal of journals and the laboratories and/or research groups of the project concentration area in which the visiting professor will carry out activities;

Record the Visiting Professor's activities on the Sucupira platform;

To help the visiting professor ease into the routine of the Graduate Program, enabling their participation in its activities, including teaching, research and internationalization actions;

To maintain the necessary conditions for the execution of the project.

PROPOSALS

All UTFPR Graduate Programs are eligible to submit hiring proposals to this public competition notice.

Proposals resulting from the association between two or more Graduate Programs will  receive extra punctuation.  The candidate may be a permanent professor of at most three Graduate Programs.

Each proposal will be assigned a permanent professor of the UTFPR Graduate program, which will be responsible for assessing it.

Each permanent professor of UTFPR of Graduate Program may submit only one proposal with the agreement of the Graduate Program coordination.

More than one proposal from a single Graduate Program may be considered, provided there is a vacancy remaining after the Merit Analysis stage.

Graduate Programs that have visiting professors with a current contract or covered by PROPPG's Public Notice 11/2018 will only be considered if a vacancy remains after the Merit Analysis.

SUBMISSION

The proposal for hiring a visiting professor should be presented in the form of an administrative process in the SEI, with the following process type: "Pós-Graduação: Contratação Professor Visitante" (Graduation: Hiring of Visiting Professors), with the PPG acronym in the specification form field, sending the process to the "PROPPG," containing the following documents

I – Visiting professor application form signed by the coordinator of the Graduate Program and by the permanent professor responsible for the proposal and for the candidate; the candidate’s signature may be presented in electronic form (Annex A);

II – Work plan, limited to 20 pages, containing time-sensitive goals and a schedule compatible with the term of contract. This plan should contain a detailed description of the candidate’s research activities, teaching and academic orientation, management and internationalization actions, as well as list the infrastructure necessary to meet all the requirements for the execution of the proposal.

III – Doctor’s or Ph.D. diploma.

IV –  Visiting professor’s updated curriculum vitae (CV), with the Lattes CV format being mandatory for Brazilians, containing the Requesting Points  (Annex B), Points Detailment (Annex C), and the documentary evidence. 

ANALYSIS, CLASSIFICATION OF PROPOSALS 

The first stage of this selection and hiring process will consist of document analysis be carried out by PROPPG.

Proposals which are not presented in the correct form or containing incomplete documentation will be automatically excluded from this competition.

The second stage will consist of an analysis the proposal’s merit, will be carried out exclusively by the Central Commission for Evaluation of the VP Procurement Process, appointed by the Pro-Rector of Research and Graduation.

Merit analysis will classify the proposals through the score given by the sum of the candidate's Production in the last 5 years, as per Annex C, and the evaluation of the Work Plan.

The evaluation of the Work Plan will be carried out by the examiner(s) of the Central Commission for Evaluation of the VP Procurement Process, or by ad hoc consultants designated by it. Applicants will receive score from 0 to 100 points, according to the following criteria: 

Quality, regularity and adequacy of the candidate’s scientific production in respect to the proposed work plan and research project;

Candidate’s experience in research lines related to the area they applied for;

Candidate experience in positions and management processes related to internationalization;

Availability of the candidate to be part of the permanent faculty of the program, developing research and teaching, as well as research advisement and co-advisement activities;

Feasibility of the work plan, considering the available infrastructure of the proponent Graduate Program(s) and the term of contract;

Expected results of the work plan’s execution;

Relevance of the proposed work plan, considering its impact on the involved Graduate Program(s) (proposals for the association of distinct programs are valued) and,

Qualifications coherent with the proposed goals and activities.

For tie-breaking purposes, the score attributed to scientific production in the last five years plus the current year will be considered, according to the order in Annex C. 

RESULTS AND APPEALS

Results can be appealed during both the first and second stages; appeals have to be submitted within 3 (three) working days of disclosure of the results on the PROPPG website.

The judgment appeal must be sent to PROPPG by an SEI process; and subsequently appreciated by the relevant Commissions for each of the two stages, based on the original proposal.

 The final result of this public competition notice, after the judgment of appeals, will be published in the Official Gazette of the Union.

After publication of the final result in the Official Gazette of the Union, DIRGEP-UTFPR will send the list of selected applications to the COGERH of the Campus where the Visiting Professor will be employed. The contact between the Selected Candidate and the UTFPR will be made through the COGERH of the Campus of VP employment.

HIRING DEADLINES AND REGIME OF EMPLOYMENT

The contracts referred to in this public competition notice will be carried out for a fixed period of time, under an exclusively dedicated work regime, linked to the General Social Security System, and the benefits provided in article 11 of Law 8745/93.

The hiring for the positions that are the object of this public notice shall be subject to budgetary availability, determined by the MEC (Ministry of Education).

In the case of additional vacancies’ availability for visiting professors in the UTFPR equivalent teachers’ bank, candidates classified in the contest, but theretofore not hired, may be called by order of classification.

For the hiring of Senior Visiting Professors, the reference salary of already hired Higher Magisterium professors. The PVS2 are equivalent to Class E, Level 1; and PVS1 is equivalent to Class D, Level 1.The PVS-IE will have a reference salary with classes PVS2 or PVS1, as long as it meets the criteria defined in articles 1.2 or 1.3 respectively.

The hired party cannot be replaced by another.

Visiting Professors will be hired for 12 (twelve) months.

Visiting Professors must present, upon admission, the following list of documents for issuing the temporary employment contract: 

For Brazilians:

Birth or marriage certificate; 

Identification document (RG); 

CPF; 

PIS; 

Reservist Certificate, for males; 

Bank Account; 

Original diplomas; 

Filling out internal forms. 

For Foreigns: 

Identification document (RNE); 

Passport with a work visa; 

CPF; 

PIS; 

Bank Account; 

Original diplomas with sworn translation; 

Filling out internal forms.

contract renEW

The Visiting Professor contract may be renewed at the request of the coordinator of the Graduate Program associated with the proposal, as long as the total period does not exceed 48 (forty-eight) months and is provided for in the proposal's work plan.

The request to renew the contract is subject to proof of compliance with at least 3 (three) of the following activities in each year of work in the associated Graduate Program:

Submission of an article to a journal, considered relevant within the evaluation area of the program, co-authored by a student and/or professor of the Graduate Program associated with the proposal;

Acceptance of the complete article in a conference co-authored by a student and/or professor of the Graduate Program associated with the proposal;

Advisor or co-advisor in progress or completed for master's or doctoral students, with proper registration on the Sucupira platform, in the Graduate Program associated with the proposal;

Subject taught in the Graduate Program associated with the proposal.

GENERAL PROVISIONS

Scientific articles and other products or documents associated with research developed during the term of the contract must, necessarily and at all times, expose the association of the visiting professor/researcher’s to UTFPR; in addition, these products have to be attached to the mandatory report to be presented by the hired visiting professor to the Graduate Program to which the professor is associated.

The Federal Justice Forum of Curitiba, Paraná Judiciary Section, is elected to resolve any doubts or questions arising from this public notice.

The candidate, when signing up, declares to be aware and to agree with the terms of this notice.

 This public notice is valid for one year, counted from the date of publication of the final result of the contest, and may be extended for another year, at the request of PROPPG.

This announcement comes into effect on the date of its publication in the Official Gazette of the Union and in the PROPPG portal.
