PUBLIC NOTICE n.º 18/2023 — PROPPG

VISITING TEACHER AND RESEARCHER (DPV)

The Office for Research and Postgraduate Studies (PROPPG), of the Federal University of Technology Parana, makes public the notice for the hiring of Visiting Professor and Researcher, according to the Regulation of the Visiting Professor and Researcher Program (DPV in potuguese) of UTFPR and with that of Ordinance No. 81, of June 3, 2016, of the Coordination for the Improvement of Higher Education Personnel (CAPES).

OBJECTIVE

The purpose of this public notice is to select 29 (twenty-nine) proposals for hiring a Visiting Professor and Researcher, on a temporary basis, in the categories of Full Visiting Professor and Researcher (DPV-P) and Senior Visiting Professor and Researcher (DPV-S).

The hiring of Visiting Professor and Researcher, through this Selection Notice, aims to provide conditions for the improvement of indices of UTFPR Graduate Programs, and consequent consolidation, aiming to hire DPVs with recognized merit in:

CANDIDATES

Candidates must have a Doctor's degree and present scientific production of recognized excellence in the scope of international experience and/or postgraduate management experience.

The following cases cannot be hired as a Visiting Professor:

Retired UTFPR professor or civil servant;

Active servants of the direct or indirect administration of the Union, States, Federal District and Municipalities;

Employees or servants of public companies, or joint stock companies of the three spheres of government, as well and its subsidiaries or controlled companies (Article 6 of Law No. 8745 of 12/09/1993).

ATTRIBUTIONS

According to the UTFPR Visiting Professor and Researcher Program Regulations, the DPV is responsible for:

OBLIGATIONS OF THE GRADUATE PROGRAM

The obligations of each Graduate Program linked to the candidacy of Professor and Visiting Researcher are:

Ensure the workplace and the appropriate infrastructure to carry out the activities for which the DPV will be contracted and due access to the UTFPR Systems;

Promote the professor's registration to provide access to the library, to the CAPES journal portal and to the laboratories and/or research groups in the area of concentration of the project in which the DPV will carry out activities;

Record the activities of the Visiting Professor and Researcher on the Sucupira platform;

Insert the DPV in the routine of the Postgraduate Program, enabling its participation in the inherent activities, including teaching, research and internationalization actions.

Assume the commitment to maintain the necessary conditions for compliance and execution of the work plan.

APPLICATION

All UTFPR Postgraduate Programs are eligible to submit proposals to this notice, being limited to 1 (one) proposed by the UTFPR Graduate Program.

The submission of proposals in association, between two or more Graduate Programs, will receive additional points. The Hired Visiting Lecturer and Researcher must have performance registered on the Sucupira platform of all Programs involved, respecting the limit of performance in 3 (three) Graduate Programs.

Each permanent professor of the Postgraduate Program at UTFPR may submit only one proposal, as responsible, with the consent of the program coordination, being limited to the indication of a DPV.

If there is interest in submission by two or more permanent professors, the proposal to be sent must be selected by the collegiate, respecting item 5.1.

Postgraduate Programs that have Visiting Professors with a current contract or who have been contemplated by the PROPPG Notice 16/2021, will only be considered if there is a vacancy remaining after the Merit Analysis stage.

Candidates hired as PV or DPV in previous notices must respect the gap of the same duration of the contract for the new hire.

PROPOSAL SUBMISSION

The proposal to hire a Visiting Professor and Researcher must be presented in the form of an administrative process in the SEI, using the typing process: “Postgraduate: Hiring Professor and Visiting Researcher”, with the acronym of the Postgraduate Program in the specification, sending the process to the “PROPPG” unit, containing the following documents:

Visiting Professor and Researcher candidate presentation form, signed by the coordinator(s) of the Graduate Program(s), the permanent professor responsible for the proposal in each participating program and for the candidate, and the candidate's signature may be in electronic form (appendix A);

Detailed and detailed justification for the need to hire a Professor and Visiting Researcher aligned with the Strategic Planning of the Graduate Program aiming at its consolidation and excellence.

Work plan, limited to 10 (ten) pages, containing objectives and goals, and a schedule compatible with the term of the hiring period, which must contain a detailed description of research, teaching and guidance activities academic, management and internationalization, as well as listing the infrastructure available to meet all needs which will be necessary during the execution of the proposal;

Doctoral Degree;

Candidate's updated Curriculum Vitae (CV), in a single PDF file, being mandatory in Lattes format for Brazilians, containing the Requested Score Table (appendix B) with the supporting documentation page.

Consent of the Collegiate(s) of the Graduate Program(s).

Proposals in association with Stricto Sensu Graduate Programs must be submitted by one of the Programs members, respecting the documents required in item 6.1.

ANALYSIS, CLASSIFICATION OF PROPOSALS

The first stage will consist of document analysis to be carried out by PROPPG.

Proposals submitted with incomplete or incorrect documentation will be automatically excluded from the competition.

The second stage will consist of the analysis of the merits and classification of the proposal to be carried out exclusively by the Central Commission for Selection of Professor and Visiting Researcher.

The merit analysis will classify the proposals based on the score assigned by the sum of the candidate's production in the last 5 years, according to Annex B, and the evaluation of the Work Plan.

The candidate must obtain at least 30 (thirty) points in the merit analysis by the sum of the items scored in Annex B.

The evaluation of the Work Plan and the Justification for the Need for Hiring will be carried out by the examiner(s) of the Central Committee for the Selection of Visiting Professors and Researchers, or by Ad Hoc consultant(s) designated by the same, assigning a score of 0 up to 100 points, according to the following criteria:

Need to hire a Visiting Professor and Researcher and due alignment with the Strategic Planning of the Graduate Program Graduation aiming at its consolidation and excellence;
b) Candidate's experience in the Strategic Management of the Stricto Sensu Graduate Program;
c) Candidate's experience in International Scientific Interaction with reference research groups;
d) Experience of the candidate in the PPG's area of expertise in relation to the Area of Concentration and related Research Lines;
e) Relevance of the proposed work plan, considering its impact on the Postgraduate Program(s), valuing the proposal of the Association of Graduate Programs.

For tie-breaking purposes, the score attributed to scientific production in the last 5 years plus the current year will be considered.

RESULTS AND RESOURCES

An appeal against the decision, both in the first and in the second stage, may be lodged within 3 (three) working days, counting from the disclosure of the respective results on the PROPPG website.
 

The appeal must be sent to PROPPG through the SEI process; being subsequently analyzed by the relevant Commissions for each one of two stages, based on the original proposal.

The result of the purpose of this public notice, considering the judgment of the appeals, will be published in the Diário Oficial da União (The Diário Oficial da União - literally Official Diary of the Union, abbreviated DOU, is the official journal of the federal government of Brazil.).

After the publication of the result in the Diário Oficial da União, DIRGEP-UTFPR will send the list of selected candidates to the COGERH of the respective campus where the Visiting Professor and Researcher will be allocated. Contact between the Selected Candidate and UTFPR will be made by COGERH of the respective campus.

HIRING REGIME AND HIRING DEADLINES

The hiring referred to in this public notice will be carried out for a determined period of time, in an exclusive dedication work regime, linked to the General Social Security regime, being assured the benefits provided for in Art. 11 of Law 8745/93.

Hiring by this public notice will be carried out as provided for by Law 8.745/1993 with admission in the modality of "visiting professor".

The hiring referred to in this public notice will be subject to budgetary availability approved by the MEC (Brazilian Ministry of Education. It coordinates the national education policy and daily affairs, from early childhood to the post-graduate level).

In case of availability of additional vacancies of DPV, in the bank of equivalent professors of UTFPR, during the validity of this public notice, the candidates classified in the event may be called, in order of classification.

For hiring a Visiting Professor and Researcher, the reference salary of the teacher in the Teaching career will be used Higher. The DPV-S is equivalent to Class E — Tier 1, the DPV-P is equivalent to Class D — Tier 1.

Substitution of the beneficiary of the contract will not be allowed.

Hiring Professor and Visiting Researcher will be carried out for 12 (twelve) months.

Visiting Professors and Researchers must present the following list of documents at the time of their admission to the issuance of the temporary employment contract:

For Brazilians:

Birth or marriage certificate;

Identification document (RG);

CPF;

PIS;

Certificate of Reservist, for males;

Salary Account;

Original diplomas;

Completion of internal forms.

For foreigns:

Identification document - RNE

(RNE in Brazil is the National Registry of Foreigners and it is granted to the foreigner who obtains valid visa admitted in the condition of temporary, permanent, asylum or refugee, that is obliged to register and to identify himself/herself in the Ministry of Justice, with the Federal Police, Respecting the period of thirty days following the entry into the country.);

Passport with work visa;

CPF;

PIS;

Salary Account;

Original diplomas with the proper sworn translation;

Completion of internal forms.

RENEWAL

The Visiting Lecturer and Researcher contract may be renewed, at the request of the Program coordinator associated with the proposal, provided that the total period does not exceed 24 (twenty-four) months for Brazilians and 48 (forty-eight) months for foreigners, when provided for in the work plan of the proposal.

The contract renewal request is subject to proof of compliance with at least 3 (three) of the following activities, in each year of performance in the associated Graduate Program:

Submission of an article to a journal, considered relevant in the area of program evaluation, co-authored by at least one student and one professor from the Program(s) associated with the proposal, with a co-author from affiliation in Institutions of International Teaching or Research;

Acceptance of a full article at a conference co-authored by at least one student and one professor from the Program(s) associate(s) to the proposal, with a co-author of affiliation in International Teaching or Research Institutions;

Supervision or co-supervision in progress, or completed, of master's or doctoral students, with due registration on the Sucupira platform, in the Graduate Program(s) associated with the proposal;

Elaboration of the Postgraduate Program(s) Self-Assessment report(s) associated with the proposal and Plan Recommendation of Strategic Management Actions;

Discipline taught in the Graduate Program(s) associated with the proposal.

The renewal request must be made before the completion of the DPV contract, with the submission of the Activity Report, with the consent of the Collegiate of the Postgraduate Program and supporting documentation, for the Dean of Research and Postgraduate Studies.

GENERAL PROVISIONS

Scientific publications and other products or documents associated with research carried out during the term of the contract must, necessarily and at any time, contain a link between the Visiting Professor and Researcher to UTFPR and be attached to the report mandatory to be presented by the contracted party to the Postgraduate Program(s) to which it is associated.

The Federal Court of Curitiba, Judiciary Section of Paraná, is hereby elected to resolve any doubts or issues arising of this Notice.

The candidate, when registering, declares to be aware of and agree with the terms of this Notice.

This public notice is valid for a year, counting from the date of publication of the final result, and may be extended for another year, upon request by PROPPG.

This public notice comes into effect on the date of its publication in the DOU and on the PROPPG portal.
